Platting:
Grimes County Commissioners Court approves plats and replats in accordance with Texas Local Government Code 232.
Applications to subdivide property will require the submittal of all administratively complete documents (link below) and will require a signature and seal from a Licensed Surveyor or Licensed Professional Engineer.
Exceptions for certain subdivisions of property may apply. Exceptions to platting must be approved by Grimes County (link to form below). See Infrastructure Regulations Section IX (page 15) for specific exceptions.
Replats of previously platted property require posting in the Navasota Examiner for 30 days prior to Commissioners Court approval. Grimes County will post the required notice after submittal of an administratively -complete replat application.

Grimes County Appraisal District - Subdivision Record Search
A Grimes County Floodplain Development Permit is required for all development. This application must be completed by the property owner or their legal representative.
Residential Subdivisions
Residential Subdivisions must meet all requirements of the Grimes County Infrastructure Regulations, the Grimes County Floodplain Order, and any other local, state, or federal rule or regulation.

Residential Construction & Inspection
The Grimes County Commissioners Court adopted International Residential Code version 2021 on December 18th, 2024, pursuant to Texas Local Government Code 233 Subchapter F. The code applies to all new residential construction in unincorporated Grimes County starting on or after this date.

A builder must provide Notice of Construction and Notice of Inspection to Grimes County. Email the forms to GCPermits@grimescountytexas.gov or deliver the forms to 270 FM 149 W., Anderson, Texas 77830.
Grimes County does not inspect residential structures.

Commercial Review and Inspection
The Grimes County Commissioners Court adopted the Grimes County Infrastructure Regulations on June 23rd, 2025. The Infrastructure Regulations include rules and procedures for the review and inspection of commercial development by Grimes County, focused on drainage, civil, road use, and fire protection.
Administratively complete civil site applications received prior to June 23rd, 2025, are vested under the regulations in effect at the time. Application for vesting of a project must be made to the Director of Development Services.
Review of commercial site plans include standard plan review for site layout, drainage functionality, emergency services access, compliance with TCEQ water and wastewater requirements, stormwater quality, impacts to the road right-of-way, and compliance with the Grimes County Floodplain Order.
The Drainage Criteria in the Infrastructure Regulations (Section XIII, page 54) and establishes detention criteria for certain commercial developments. A Drainage Impact Analysis may be required for certain developments.
